Best in Slot Shoulder Azerite piece for Windwalkers for Raid Single Target and in PvP. Open Palm Strikes and Glory of the Dawn offensive traits, as well as Impassive Visage defensive trait. Here are screenshots of the armor set ups of the top NA Windwalkers in the most recent AWC Tourny on 7/27/2019. Babycakez, Trill, and Chunli have consistently been 3 of the best PvP Windwalkers in BFA. Virtually the only item consistent across their armor set ups is the Mantle of Fastidious Machinations.

This piece was made UNAVAILABLE to all leather classes at the beginning of BFA Season 3 due to an issue with the Relinquished Azerite Spaulders loot table. Once WoW Devs were informed of this, they did not refund ANY of the leather wearers who rolled for Relinquished Azerite Spaulders even though they refunded all priests who had a similar issue with their best in slot shoulders. Terrible double standard.
