Could anyone inform me of where this one drop?
It's probably the best belt for shamans that PvP due to the fact that you can but two gems in it.

Would it kill Blizzard to add any Elemental Shaman gear? Honestly this is getting very ridiculous. If this belt had its healing replaced with +spell damage and healing, then it'd be perfect. But last I checked, Resto Shamans don't need spell crit as much as MP5. Sounds like they got their stats mixed around....

It may simply be that they intended it to be dmg and healing not just healing and simply got it wrong, but really, while it is obviously a fair mark better than Wave-Song Girdle, Wave-Song is really not bad at all, and if you need more regen, Netherfury is more than sufficient. If you are DS LWing, then you even have the completely unnecessarily obscene Netherstrike, which, if Girdle of Fallen Stars were dmg and healing, would only *slightly* be beaten. Well, that is ignoring that we already seem to have all the regen we can handle....

They changed it again.
I just checked the PTR, and now it's:
Girdle of Fallen Stars
Binds when picked up
Waist Mail
506 Armor
+26 Stamina
+18 Intellect
Yellow Socket
Yellow Socket
Socket Bonus: +7 Healing
Equip: Increases healing done by spells and effects by up to 73.
Equip: Restore 10 mana per 5 sec.
Quite a nice buff. I'm sad (as a Paladin) to see the Spellcrit is gone though, but 10/mp5 is pretty great to!
Personally I think it's the best belt, even for a Paladin, due to the two sockets.
It's especially nice for PvP, since you'll have a more free choice of Metagems for your head piece.

Why would a pally ever take this belt away from a Shaman the class it is geared tward. I call Dibs lol

As a paladin I've taken this item over Girdle of the Righteous path. Two luminous noble topaz bring it to 98 healing, with the socket bonus, and the mp5 and still decent stats make up for the lack of spell crit.

I recently picked this up in TK: fantastic Paladin belt.
The sockets allow you to customize the belt quite a bit. Since you're lacking spell crit, you could drop 2x+8 crit and still have a very viable belt.
16 crit, 80 heal, 10mp/5. Those are some nice balanced stats.

Lets not forget that this belt is not designed for Paladins, even if it does work. Would be silly to give a paladin prio on this if it drops. I got it not long ago in TK with my Resto Shaman. Paladins did not roll because it is obvious that this belt is a Shammy-belt. It also matches Shaman tier 5 for those that care for looks.
If noone else (or if there are no resto shamans in the raid) wants it I guess its a gogogetit for Paladins.
OT; Its a huge upgrade from
Belt of Gale Force
. As a resto shaman I put 2x
Dazzling Talasite
in it as it covered up for the minimal loss of intellect and added a nice mp/5 bonus.

or
Royal Shadowsong Amethyst

I just got this belt last night. I really didnt want it since i already have, the life-step Belt, as a shaman id rather have the ZA belt over this.

There was a (now-purged) comment about how the Life-step Belt was supposed to be a better choice for resto shamans, hence the above comment. From the comparison it should be quite obvious that this is not the case.

I may get downrated for this, but would it make more sense to slap two spell haste gems in the slot over two Luminous Noble Topaz or Teardrop Living Rubies?

This is a very well balanced belt for t6 content. With 2x quick lionseye you can snag 20 haste out of this thing. Comparing it to
http://www.wowhead.com/?item=32258
out of BT youre lose about 7-8 healing with talents and 17 haste but gain the 10 mp5. I couldn't afford the mp5 dump (I like to stay above 150) so I am still using this puppy up to Illidan and probably wont replace it until t6.
