Average boots at best for the level. If you're an enchanter it'd probally be better to take the large prismatic and just use a comparable green from a quest such as http://www.wowhead.com/?item=31789 which is attainable at level 60.

If you aren't an enchanter try to squeeze about 30g out of some dolt on the auction house. Better yet, you could even possibly have someone DE them for you and save the shard for when you get a good pair of boots and want an enchant like http://www.wowhead.com/?item=28280, which requires 8 of them!

Dropped today off a random Dreadfang Lurker near Slimyr Lake in Terrokar Forest. Not listed as dropping from them so Random World Drop in Outland, most likely. Rather nice boots, but below my level, so toss-up on equipping them for the appearance, or putting them on the Auction House for someone who needs them. Update post for 2020.
