Class Writers Opinions on Class Tuning Changes in 9.0.5 PTR Build 37503

Today we've asked our Class Writers for their thoughts on the upcoming Class changes coming in Patch 9.0.5. We've asked our class writers to comment on how impactful the changes are for their spec in general.
It is important to remember that content on the PTR is not final and Blizzard will likely change classes more as PTR builds go by.

The changes to Fel Defender and Repeat Decree seem like they are intended to reduce the power of Kyrian Vengeance players using the popular Fiery Brand build at high key levels.
Repeat Decree is getting a 40% nerf at all ranks, reducing its overall power from ~4% DPS to ~2.4%. The greatest impact is when using it to gain burst threat while kiting. With the recent changes to Mythic+ dungeons to reduce the need for kiting and hopefully more to come, it shouldn't have a large effect overall. However, what it does do is push Growing Inferno into the top slot for potency conduits, while Repeat Decree will now only be used as a secondary choice for most content, or when doing content where snap aggro is more important than sustained. If it's intended to reduce the prevalence of Kyrian as a covenant for Vengeance, I don't think it will accomplish that goal due to the strengths of controllable snap aggro and the myriads of debuffs that can be removed by Phial of Serenity, but it does put the others slightly closer overall.
In my opinion, the change to Fel Defender is actually a buff rather than a nerf. It's a 1:1 trade on cooldown reduction from Fiery Brand to Fel Devastation. This changes the ranking of the conduit to be our top choice in all content. Since our only viable talent in the level 45 row is Demonic, this means it's a significant uptime gain on Metamorphosis. Metamorphosis is a stronger cooldown than Fiery Brand except pure magic or bleeds, where it's still fairly competitive. In addition, the legendary used with Fiery Brand build currently devalues the conduit, as it already reduces the cooldown of Fiery Brand by 40-50% regardless of the base cooldown. With this change, we will have a way to reduce cooldown on both Fiery Brand and Metamorphosis, which is much better. Other minor effects of this change are that non-Fiery Brand builds become slightly stronger and Collective Anguish (for those who play havoc or are not Kyrian and want a DPS Legendary) benefits slightly due to more casts of Fel Devastation. If this change was intended to nerf the strength of the Fiery Brand build, it did exactly the opposite of that. However, we will have to see if any changes are made to Legendary effects for 9.0.5 as Fiery Soul is currently our only impactful one, with all others being quite mediocre.

Mistweaver Monk Guide
With the initial data mining of patch 9.0.5 from the PTR, Mistweaver Monks are seeing the initial changes Blizzard is thinking of for the spec. They have reduced the mana cost of two of our spells, with Renewing Mist going from 2.2% of base mana to 2.1% and Vivify going from 4.1% of base mana to 3.8%. Looking at the current logs and average spell casts for a 6 minute fight, you will see an additional 6.6% of base mana available. In terms of spells, this is 1 additional Enveloping Mist cast, or 1.5 additional Vivify casts. This is minor at best.
The changes will have a minor impact on Mistweavers right now. The silver lining here, however, is that Mistweavers have a problem with the mana costs of our spells. With Blizzard directly targeting this as the initial changes, they seem to be looking at the root of the problem. If this has been direct spell power buffs, while those would be welcome, I would be less excited and disappointed that Blizzard would be looking to buff us based on throughput alone. It is a minor step, but a first step in the right direction. We will see how the remainder of the PTR cycle goes, but I am excited to see some additional changes in this direction.

Holy Paladin Guide
This change is aimed at reducing the mana efficiency of Holy Paladin in both PvP and PvE. This is a warranted change as the current play style does not consume as much mana as other healers. In some scenarios with high values of haste and optimal play this can increase your time to oom significantly, but in most scenarios will not meaningfully change your play style. At most it means using mana pots, or de-prioritizing haste as a secondary stat on longer encounters.

Spirit Shell is being nerfed in 9.0.5, causing shields to be generated from 80% of Atonement's healing instead of 100%. This change seeks to "balance" what is not able to be balanced, mass absorb events that soak up incoming raid damage and increasing the maximum effective health in the raid. This change will make it more challenging to reach the shield cap of 60% of the casting Priest's maximum health but absorbing damage with minimal to no overheal (or shields wasted) is still almost always better than waiting for the damage to strike then healing it.
The nerf is very similar to the nerfs Discipline received all of Battle for Azeroth to attempt to curtail the spec's substantial scaling over time, despite the nerf, Discipline will continue to be a powerhouse raid healer and this nerf also does not impact M+ unlike the BfA atonement or damage nerfs. This will also reinforce the already dominant Venthyr covenant for Discipline Priests as the 45 second cooldown in Mindgames will remain key in maximizing your absorb values.
Two legendaries for Priest both received buffs in Kiss of Death and Cauterizing Shadows. Kiss of Death now grants even greater cooldown reduction while Cauterizing Shadows has received a spell power % increase to its healing. Both of these buffs look to increase the value of two legendaries that were once dominant in Beta but were heavily nerfed going to Live and are never crafted or utilized. More cooldown reduction with Kiss of Death looks fun, but Shadow Word Death received so many substantial damage nerfs in Beta and this legendary further restricted its value to only producing Atonement healing when the target was sub 20%. As a result, Kiss of Death still will not overtake any of its peers and Cauterizing Shadows is in the same ship as well. Cauterizing Shadows, much like Schaden Fluorite used to heal allies based on their maximum health. Once that was heavily nerfed to raw SP% the value of the legendary cratered.
Both Cauterizing and Kiss of Death would need further increases and likely require a world where players can wear two legendaries for either of these to see increased use.
Affliction Warlock Guide
Affliction is one of the strongest scaling specs in the game - however, because of the new design, an incredibly large portion of its current scaling is tied into malefic rapture. This nerf, which would clock in at a whopping 18% nerf, would be pretty disgusting. I'm not sure if the scaling of the spec is enough to move past this, but it's still a large scale nerf either way.
