One of the questlines in Chains of Domination is centered around the mysterious Runecarver's origins. Here, we summarize the new questline including important dialogue surrounding the reveal.

In Chapter 3 of the Chains of Domination questline,
, we explore the depths of Korthia with Tal-Galan, the Keeper of Secrets of Korthia, and Bonesmith Heirmir, the necrolord runeforger. We learn during this questline that after leaving Maldraxxus, the Primus made his way to Korthia - He wanted to store his sigil within the City of Secrets, already suspicious that the Jailer wanted to gather the sigils of the Eternal Ones to break free from his imprisonment in the Maw.
Through this questline, we access many archives scattered through Korthia, used by the Primus as a sort of diary on his journey there. We finally recover the sigil on the deepest vaults of Korthia, after defending the vaults against Mawsworn forces.
The Primus: Should my suspicions prove true, my sigil will be at risk. I must entrust it to your vaults. Leep it safe at all costs.
The Primus: If Zovaal obtains all five sigils, nothing can stop him from--
The Primus: ...from reaching the Sepulcher. This must not come to pass.
The Primus: Even locking my sigil away here may not be enough to--
The Primus: ...enough to keep it protected. Another safeguard is required.
The Primus: I will bind it with another form of magic. One that even Zovaal cannot--
Tal-Galan: That is all that remains of the message. Take the sigil, Maw Walker.
Bonesmith Heirmir: I don't recognize the magic bound with the sigil. Perhaps Highlord Fordragon will know of it.
As not even Bonesmith Heirmir, someone who was very close to the Primus, seems to recognize the magic within the sigil, it is brought to Highlord Bolvar Fordragon, who recognizes the foreign magic - it is similar to the memories we have previously given to the Runecarver, who is kept prisoner in Torghast. Tal-Galan is initially adamantly against this idea, believing that going to Torghast with the sigil would mean delivering it straight into the Jailer's hands, but recognizes there is no other way.
As we deliver the sigil to the Runecarver in Torghast, the prisoner reacts to the sigil, and it is revealed... to be the Primus. However, this calls the attention of the Jailer, who sends his Mawsworn forces against us!
The Runecarver portions start at 17:25.
WARNING: This cutscene (and others following up) are very incomplete in the current stages of the PTR.
The Runecarver: What... is this?
The Primus: What... have you done!
The Primus: I will empower you with the anima you collected here in Torghast... using Zovaal's own greed against him.
The Primus: Hold out against his forces until I can find a way to escape!
The Jailer: Your sigil will be mine.
The Primus: No. I will stand against you!
The Jailer: You will fail... again.
The Jailer: Mawsworn. Take them.
Bonesmith Heirmir: We just got the Primus back. I won't lose him! FOR MALDRAXXUS!
The Primus: Once, I hoped that all those ages spent in the Maw might change you.
The Primus: That you might repent for your sins.
The Primus: But you have only grown more malevolent.
Once we mostly manage to defend the Primus from the Jailer's assault, both Eternal Ones enter on a standstill (of note, the Primus is holding on really well after eons of imprisonment!). However, the standstill is broken when the Jailer summons his most coveted weapon - Anduin. Anduin effortlessly raises all previously defeated Mawsworn forces.
The Jailer: You will claim no victory this day, brother. Bear witness.
Anduin: You once bound me with Domination. Now it is a weapon that answers to me.
The next cutscene is currently unavailable on the PTR, but we return to an empty Runecarver's Chamber and learn that although the Jailer has been stopped for now, he did manage to get his hand on the Primus's sigil. However, when we return to Keeper's Respite to report the good and bad news, the Primus tells us that new sigils can be forged, but the Covenants must first fully unite and remember their true purposes. We also need to defend the final sigil, the Arbiter's, at all costs.
The Primus: There are still those who need the skills of the Runecarver. I will leave an echo of what I was here to aid them.
The Primus: Broken. Chained. This is the fate Zovaal intends for all of existence.
The Primus: Come. The covenants must be told of my return.
Highlord Bolvar Fordragon: We are honored to have you among us, Primus. What is our course now that the Jailer has your sigil?
The Primus: The mortals must face Zovaal in his sanctum. But as you know, a wise strategist always prepares contingencies.
The Primus: The covenants have grown stronger, but are not yet whole. Each must remember its purpose... and find its future.
The Primus: When this comes, new sigils can be forged. They will be needed to pursue Zovaal, should our assault fail.
The Primus: Bonesmith (Heirmir), return to Maldraxxus. Rally the necrolords. Order must be restored among the houses.
The Primus: Highlord, send word to your allies in Oribos. They must defend the Arbiter's sigil at all costs.
The Primus: Maw Walker, I will call for you when I am ready. May fortune favor us all.
