I think the "up to a maximum potential skill of 100" references are aimed at it will be 100 skill points for the expansion. ie up to 900 max for BfA. They give the skill points in terms of how many points are added to existing skill from previous area.
I don't think professions are getting a stat squish, the information is too... misleading for that, there are "up to a max of 300" information in there. I'm with Flopdrake on this one, I think it's just a reference too the xpac's max skillpoint gain.
Yeah, rendering my previous prof grinding meaningless and making future prof skill increases exceedingly rare is exactly what I wanted. Thx Blizz.
Maybe professions get a different skillpool... like if u get 300 points in classic u are able to learn all the recipes and stuff (from classic), but if you are just 10 points in classic it will still alow you to learn any other xpac profession if you get the skills... so u may be able to craft any xpac (if you got the minimum character level for that xpac)... maybe its the final goodbye to "selling profession level up kits"... there are many starting players all the time and maybe its too much grind to get into the actual xpac content for professions.

Instead of having one set of crafting recipes with the skill from 1-800, they're breaking each expansion-level into different subsets of the skill. It makes sense that Classic Skills go from 1-300 since that's what the range of skill level was back in Vanilla. After that each expansion-level skill ranges from 1-75 or 1-100 depending on how much that skill increased the cap when it came out.*Edited for clarity*
