will be able to get this, as today's Emissary rewards up to item level 370 Azerite Armor.

Reasoning Behind Why Arcane Torrent Was Added to the GCD
With Battle for Azeroth,
many abilities were added to the Global Cooldown (GCD)
, however, most of racial spells, like
